救市新招 監視制度今起鬆綁

證交所與櫃買中心昨（11）日同步發布「公布注意暨處置有價證券新規定」，並於今（12）日上路。兩大證券主管單位破天荒發布「個股成交量倍數與週轉率放大，但未必造成股價波動」，只會列注意股票、不會進一步列處置股票，及新增「申復機制」等二大監視制度鬆綁，被市場視為救市措施。

金管會主委曾銘宗為遏阻禿鷹狙擊台股，10日才宣布祭出要求盤中有非公司發布的消息傳出，將通知上市櫃公司盤中立即澄清，及將聯合檢調、電信警察相關單位，盤中立即追蹤消息出處，揪出散布者的2大措施，昨日兩大證券單位再對宣布監視制度鬆綁，引起市場揣測是活絡股市再出招。

證交所與櫃買中心昨日同步發布，因漲跌幅放寬至10％，及開放現股當沖，經定期檢視分析有價證券交易異常情形，為因應市場交易狀況，將調整相關監視標準，並自今日起實施，主要調整2大內容為：

一、考量成交量倍數與週轉率放大，未必造成股價波動，對達上述2個標準的有價證券只會列為注意股票，除非經監視業務督導會報決議才會採行處置，否則即使多日達公布注意資訊，也不會列為處置股票。

二、另為增加監視制度彈性，增訂有價證券經發布處置後，發行公司對該有價證券交易異常情形處置原因，得提出最近期相關財務業務具體資料申復，經提報監視業務督導會報討論決議後，得終止或調整處置措施。

據指出，近期遭到列處置股的揚華、宏捷科，及先前的力旺等，不滿遭列處置股票，向主管機關抗議，經過近期檢討後，兩大證券單位決定將監視制度進行大鬆綁。

證交所表示，原規定只要符合成交量倍數及週轉率放大，就會列為注意股票，若達到標準（連續5個營業日或10日內有6日或30日內有12日被列注意股票），就會進一步列處置股票，未來這類股票只會列注意股票，除非召開監視業務督導會報決議要列為處置股票。

另外，證交所與櫃買中心更是破天荒，首次新增上市櫃股票遭列處置股票的「申復機制」，據指出，去年力旺遭列處置股時，一直希望提出申復。
